Objective

The primary focus is to provide a forum for benchmarking of pertinent operational and clinical performance or outcome measures indicators to support and enhance the clinical practice of each member organisation.

To identify areas for improvement and provide a means of continuously monitoring progress in these areas.

Background

This service permits you or your organisation, or association to take part in the drive to evidence based medicine and for clinical governance without the hassle and time pressures of administering such a benchmarking service. We are also independent and are impartial.

We currently administer a service involving over 30 indicators with 35000 patients and some 250,000 base measurements each six month period.

We have over 15 years experience of databases, data manipulation, and the development and implementation of clinical information systems.

As appropriate we take independent advice from leading, and well respected practitioners of medical statistical analysis to ensure that our benchmarking methods and findings are valid.

We operate an ISO 9001 accredited quality management system for the design, development, and support of medical database systems.

Although the data collected will be patient anonymous, we are registered as a Data Bureau with the UK Data Protection Registrar.

We are open to set up and manage any service from any clinical discipline or disease management area.

Two Service Options offered

Option1

For Existing Audit and Medical Research Groups

We will take on any existing database system of clinical outcome measures and patient demographics. Credit will be given to the original authors, if required. If necessary we would revamp the database software on a free of charge basis.

Option 2

For New Services Yet To Be Defined

We would help design and then implement a suitable database and data capture method. E.g. optical mark readers .

The Service parameters for both Options

For both options, we would then take responsibility for

  • setting up of a steering group or advisory panel for the benchmarking system, in conjunction with the originators
  • helping choose a range of performance indicators that are of interest to all or most members of the benchmarking forum
  • promotion of the benchmarking service
  • collection of data on an anonymous patient basis from existing members of your benchmarking or audit group
  • analysis of the data and presenting, and delivering a detailed report to each member
  • apply appropriate statistical analysis techniques to highlight differences in practice. As appropriate we take independent advice from leading and well respected practitioners of medical statistical analysis to ensure the benchmarking findings are valid.
  • the provision of web site discussion board for members to exchange views and ideas
  • surveying the members for improvements to the benchmarking system.
  • organise as required user or focus groups to discuss improvements to the service.
  • extend the database and survey forms to encapsulate new ideas and information.

There would be a fee from each participating member on an annual recurring charge basis. This charge would be based on the set up costs, the number of clinical measures, and the potential number of members in the group.

  What is Benchmarking ?

Benchmarking is the collection of performance information or measures and making comparisons with other compatible organisations.

It answers the question:

What are the most important clinical outcome yardsticks and where do we rank, compared with others in our clinical discipline/disease/treatment area ?

Benchmarking - now recognised as an essential technique for achieving continuous improvement. Benchmarking allows us to analyse and improve key care processes, eliminate waste, and improve performance. Benchmarking's strength is that it allows us to make decisions based on facts, not intuition or 'gut feeling.

Measurement is the key - knowing where we are today and where we need to be tomorrow; finding out what makes some companies successful. Benchmarking is all about looking at individual processes and functions, seeing what the 'best of the best' are doing."

Advantages:

  1. Assists in identifying priorities for improvement
  2. Allows performance shortfalls to be clearly seen.
  3. Provides a relatively cheap way of making comparisons.
  4. Protects confidentiality of all partners and patients.

Disadvantages:

  1. Data collection workload
  2. Difficulties getting agreement on what indicators are to be used.
  3. Difficulties in defining the data.
  4. Gives only limited information about how to correct performance shortfalls.

Pitfalls to Avoid:

  1. Not spending enough time up front to get the right framework of performance indicators.
  2. Not defining the data items correctly and consistently.
  3. Not collecting the data accurately.

Our service is planned to maximise the advantages and minimise or eliminate the disadvantages and pitfalls.
